Joinder of charge of driving motor vehicle not covered by required security, which should never have been submitted to jury, with charges of vehicular manslaughter and related traffic violations, along with submission of evidence with respect to insurance charge, enabled rational inference that defendant was a scofflaw, willing to drive his car without security and was a strong indication that defendant had wanton disregard for rights and welfare of others thereby tainting manslaughter conviction and warranting reversal of conviction on both manslaughter charge and insurance charge.

In State v. Kramer, 318 Md. 576, 569 A.2d 674,(1990.) defendant was convicted in the Circuit Court, Cecil County of manslaughter by motor vehicle and driving motor vehicle without security insurance. The Court of Special Appeals reversed and remanded for new trial. Certiorari was granted. The Court of Appeals Specially Assigned, held that: (1) joinder of vehicular manslaughter and security insurance counts was prejudicial requiring reversal of convictions on both counts, and (2) evidence sustained conviction for manslaughter by automobile.
